Based on the awl type it’s ‘61+ and for most models, the shackle/bail was not used by about ‘67-‘68, and the last use I know of is about 1970 for Officers’ knives. A closer look at the knife and tool details would let me put a year on it or very tight range.
Perfect! I think yours might be early-1970. Just before they changed the scissors to the new style. Because of the symmetrical cut tooth saw and the shackle/bail, it definitely falls between ‘68 and ‘70. Lots of other details confirm this range. Your Electrician blade is glorious!!!Several Cellidors arrived the last few days so thought I'd post them together.
First a vintage 91mm Fisherman, it has the old awl, square phillips with file, silver head tweezer as well as single spring scissors with clip pen blade and bail

Also a couple of 84mm small Tinkers, one with shield on the pile side, then the other is a bit older (no tools) with the old awl and clip pen blade as well as the slotted phillips or sometimes referred to as the tin can phillips? due to the slot partially down the center.

The can opener tip was damaged so I re-profiled it so the edge wasn't jagged
