It is painted yes. I bought it as is from a pawn brokers for $25 (19usd). It's my son's birth year and I was going to clean off but I have come to like it.

in mid 2019 I bought this to have in my pocket especially at night in my then new home
now that I become familiar with the light switches I don't carry it as often but it still comes in handy
it's light is brighter than one might think
