Why is this

Well I guess that gets down to whether or not you want police to be proactive or not. I think a police officer should investigate things that are hinky. That's one of the reasons the crime rate continues to drop. Are you really saying that anyone who would openly carry a fixed blade is a good guy? I think that's wishfull thinking at best. Besides, even well meaning people can get emotionally distraught and do things they normally wouldn't.

No not at all. I'm just absolutely totally against unnecessary "investigation". Who draws the line of when "investigation" is legal? So because people are emotional they should be constantly suspect? I think that's flawed logic.

Then what difference does it make if it's carried concealed or opened? Does a psycho say "nah, I won't cut someone since my knife is concealed today"?

By your logic, you're just a few steps away from supporting complete criminalization. I find it hilarious that you think out of sight is out of mind. I deal with these guys day in and day out, and the ONLY bad guys who open carry are the biker gangs. The guys who are willing to rob/assault/kill you are not open carrying. If you see their knife/gun, you better make the fight versus flight decision real freaking quick.

If I checked every guy I came across that had a visible knife I'd be wasting hours per week. And how far does it go? Fixed blades? Pouched SAK's? Visible folder pocket clips? So in deciding everyone with a knife is a criminal, how far are you willing to take it?

You can give up your rights, but I'd prefer to keep mine even if I only open carry in the wild.

Well said, I think this is a point many overlook.
