The handle looks like a Scotch Tape roll/dispenser, and the blade 'dispenses' of the bad guy.

19. An apparatus for dispensing lengths of web material comprising:

a support frame;

20. The apparatus of claim 19, wherein said conversion means comprises a one-way clutch that includes a drive gear meshed with a driven gear provided to rotate with said feed roller.

I think that oversize finger hole looks like it would comfortably fit a Busse shotglass....

The ginders work better while drinking scotch and the ring on the Scotch Dispensor makes the knife easier to hold while grinding with one hand and holding the scotch in the other hand.
 
Cause when you pick it up to pop the top off the scotch bottle, it is strong enough to break the glass so you can pour??
 
I think I can answer this one:

You've been slammed really hard with military orders, enough that its making production knives difficult to keep up with/come out with. This knife happens to be part of one of those military orders. because of how much stress the military orders (aka this knife) have put on all of you, you are much more apt to want to drink to reduce the very reasonable stress you feel.

This knife, vis-a-vis, dispenses scotch to the workers of busse combat because of how much hassle/stress it (at least in part) puts on the company.

besides the obvious design elements I'm going to go out on a limb here say that the diameter of the middle handle hole is just the right size to be able to fit around the top of that fine bottle of scotch and pop off the top.
 
I think it is called the scotch dispenser as it was evidently a VERY good contract since it is keeping everyone really busy. As such, it has permitted an unusually high quantity of scotch to be obtained with the proceeds. Thus the "Scotch Dispenser"... :D

The Scotch Dispenser is a "temporary fix" to hold us hogs over until the shop gets caught up with the military orders. Kind of like scotch tape being a temporary fix to repair something:) ???
 
because it comes with a bottle of scotch.... (both will fall under the $150 mark), you buy the blade and scotch gets dispensed to HOGS everywhere....
