ya, its probably the scotch tape dispenser... you can use the knife in lue (sp?) of the little serrated edge of the dispenser....
 
you can hold in the same hand your pouring scotch from, concealed, so's you can 'dispense' the unruly bar patrons.

or cut cigars while you pour
 
Okay since my answer (also) was taken. I'll say the Scotch were very proud of their military heritage and could use this to dispense of their enemies......

It is made to sit securely and comfortably concealed over your own personal crotch, I mean, Scotch Dispenser.

Yep... a day late and several posts short but the grip is shaped like a scotch tape dispenser. Maybe made to fit a position already manufactured in a mil-vehicle or other mil apparati that holds a scotch tape dispenser?? Long shot... I know. I like shots!
