3) Cold Steel Large Voyager (I recently bought a clip point version for $43.99, not including tax/shipping; other than needing to bend the clip and sand the handle slightly, it's a great knife)
 
Fixed:

2) Mora (Classic, Companion, Basic, 510, Kansbol - each can be found for under $40.00)
3) Buck 119 (a little pricier at $54.99, depending on the source)
 
More fixed:
1) Grimalkin by Baryonyx Knife (MSRP is over $44.98, but they are still at introductory price of $33.74)
2) Becker BK14 (can be found for $45-$50.00)
 
I only have two low-cost folder recommendations - these are the low-cost knives I would be inclined to replace if my house burned down or something:
  • Opinel No. 08
  • Buck 303 (although I must confess that mine is 40+ years old and made by Camillus - the new ones are made in-house by Buck, and have a few minor design changes, so I'm slightly hesitant to recommend that, since I haven't tried one of those yet).

I think for the quality of steel you get at the price point a Mora is at, Its almost impossible to beat currently.

Too good not to mention: Ontario Rat 1 in D2.

Every time I carry the Tenacious I wonder why I don't carry it more. This carries like a $100 Spyderco with just ok steel. For me it's much better than the Byrd knives. The Buck Vantage is U.S. made, cuts like crazy, and has a lifetime warranty. You need to cut with one to appreciate it. Not the best fit and finish. The Santa Fe is a surprisingly good knife. The Ontario Rat in D2 is objectively a better knife. I carry the Santa Fe. I don't carry the Rat. Not sure why.

I would consider what you want to carry and what you want in your hand. An Opinel, Kershaw Leek, a multi-blade traditional are all very different knives. I prefer a non-assisted, locking, good clip, easy to carry, non-serrated, stainless, ~3" blade, and decent or better edge retention. My recommendations reflect that.

Knives that also look good but I haven't tried:
  • Cold steel Tough Lite
  • Civivi hollow grind folder in the $40 range
  • ESEE Zancudo in D2
  • CRJB, QSP, Steel Willl, and Bestech knives in this price range
Some great suggestions here. You guys are going to cost me money.
