For a folder, I would recommend:

1. Ontario Utilitac II. Still available, not discontinued as far I know.

2. Ontario Rat 1

3. Buck 110
 
In no particular order.

Buck 110, in any of the iterations that suits your fancy and fits the rules for this thread.
Ontario RAT-1, especially in D2 if it can be had for <$50
Cold Steel Large Voyager; I snagged a few of the AUS-8 closeouts at <$40 IIRC.
(*) Do SAKs even count? Of course they're great!

I would almost like to add to my folder choices a pair of Kabar Doziers if you can catch a deal.
Or a pair of Cold Steel Pro Lite knives.
Or, a Kabar Dozier and a Cold Steel Pro Lite.
 
Tangram Santa Fe - This is an easy choice and is easy to find under $30. The Acuto 440 Steel has decent edge retention and good corrosion resistance. Good edge geometry and thin blade stock make it a great slicer. It's a good size for EDC and can be flicked out nicely with the thumb studs. This is the least expensive knife with a permanent spot in my EDC rotation. This is arguably the best EDC knife under $30 and a strong contender under $40.

Harnds Talisman - The action on this knife is incredible. It's got one of the best actions of any pocket knife I've ever owned and it only cost me $35! The shape and contour of the G-10 scales also make it one of the more comfortable knives I own. Fit and finish are good. It may be a little on the large side for some EDC environments but it rides well in pocket and the tan one looks classy. The blade is nice and cuts well. Edge retention of the AUS-8 is on par with a RAT.

Now I've got a little bit of a challenge here. The Civivi Baklash would be my third pick but it costs $2.50 over budget. :(
