Couple things to possibly keep in mind is that an order of this size will require a business to clear customs. Also, I am not familiar with reading the U.S. Customs Tariff but it appears cutlery from the U.K. draws a duty of 3¢ + 5.4%.
Depending on handle material chosen, many common handle materials including alot of tropical hardwoods now require a CITES export certificate.

Can a pen blade be added to a lambsfoot for a miminal cost?

There would be an extra cost

The cutlers would do the shipping. I'd have to discuss CITES with them (as I have before) if that were an issue

To use the Lambsfoot as an example, if we were to decide that's what we wanted, our first choice would be to decide whether we wanted stainless or carbon. If we chose carbon, we'd then have a choice of 3 blade lengths. Then we might want a straight frame or a Swayback frame. We could have 2 bolsters, but a Barehead pattern is more traditional, and we might want to have a fluted or threaded bolster. We could have the liners coined, but it'd add cost, likewise any fancy file-work. As to the covers, I'd suggest wood, the least costly of which would be rosewood, but there's a big choice
Based on this description Jack, you've got my vote.

Thanks :) Well I know it'll be a lot of work, (and there'd definitely need to be a US dealer, who'd be sharing at least half that work), so I'm not exactly jumping up and down with my hand in the air, but if the folks here would like a Sheffield-made knife, I think I can sort out the stuff over here  As usual, I think the real hard work will be deciding on a pattern and organising all the polling

We get a good range of Sheffield knives in shops here in Australia. So I doubt customs restrictions would be an issue (Australia is fairly restrictive).

However, the quality of these is pretty bad. Some are very rough. The knives I saw in the shop in Sheffield were generally better. I don’t know if Jack asked for special attention to be given to the BF lambsfoots, or if it depends on the maker. I do have confidence that Jack would assist in quality control aspects.

With the Guardians Lambsfoot knives, I let them know the standards I expect, pay extra so that they're compensated for the extra time the knives take, and I'm very appreciative when they do a great job (and they know I'm really picky!). It seems to have worked so far :)

So it sounds like step 1 for the 2019 knife would be to identify the dealers willing to handle the project depending on which manufacturer is chosen. GEC and their designated dealer, Sheffield and the dealer(s), and maybe possibly Case and a dealer? After that, we can see what types of patterns would be an option for each, and begin a polling process.

Not to be a stick in the mud...
To my mind, having a lambsfoot forum knife kind of takes the fire out of the annual guardian knife, which is already being done annually and available to those willing to take part in it. I'd rather see a Sheffield Barlow with a clip point like the one pictured earlier. That would be both historic and cool.

Yes, lots of patterns to choose from  Personally, I rather see something from Hess, for example, I can buy a Sheffield knife anytime I want! :D

+1

... However, if we went for covers of wood of some sort, a single blade design, and carbon steel, I think we'd get a very good price, and it'd keep things relatively straightforward

Take my money! Please. Oh, wait, I forgot that we don't do straightforward. ;)

I actually disagree :D:cool: The Lambfoot is the best pattern offered in Sheffield, I don't care for their Barlow (had that pattern TWICE already as FK ) Tackler or that odd looking thing they call Senator with large bolsters.... Maybe an ETTRICK though would be a really novel change?
