The specification for the knife is: U.S. Gov, U.S. Army, Signal Corps, Specification 71-569c, 1938, Knife, Type TL-29, Pocket, Electricians.
The knife's part number in the General Mechanic Tool Kit (GMTK) is 41-K-370. These knife's were not marked with "TL-29".

I posted this World War I Signal Corps Inspector's Pocket Kit in the Old Knives threat a while back. All of the tools are stamped "S.C.USA." I got this kit from Mike Silvey and I think he said this Ulster knife was in an early edition of the kit.

My M klein and Sons, appears that the sheepfoot blade isn't to common. Most 3 blade ones have a hawkbill.
