Belt knife with no belt?

For conceal carrying a pistol the UltiClip works well clipped to the waistband of your shorts. I would imagine it would work well for a knife as well. You could wear it IWB with the UltiClip to keep it in place.
 
If I'm understanding your problem, what I'd do is get a fixed blade 3-4 inches in length with a thin handle (think para cord wrapped) & wear it as a neck knife. Total concealment & quick access.
 
A sheath with a rifle sling stud/Sam Browne post is a good solution IMO.
I made the below Q&D sheath to test sash carry and IWB.
It works great.
Sash carry with a belt is shown but works great IWB.
Again, just a quickly cobbled together sheath to test a carry method for a then new coffin handle Bowie.

I dunno what kind of shorts you'd be in that wouldn't have loops, but if they have a drawstring you can always tie the loose ends to the sheath and go IWB. Another option I dont see mentioned here is to tape or paracord it to your hiking staff if you'll have one, that gives the benefit of it being close to hand while you're on the move and it's pretty easy to remember where it is. (Not mine, I read that in The Backwoodsman ). If you're not wearing a belt you could do the fanny pack, that would add storage and a belt option without loops.
 
Beltless Sheath. Can be used without a belt or over top of one like here. Snaps around the belt loops.

That still requires a belt, and a sturdy one at that.

The obvious answer to the OP is the shoulder harness, the one seen here on the lower knife (CS Oyabun) has been borrowed from a United Cutlery "Karambit", with extra padding added at the neck bone level.

The metal jaw pinch clip will clip to belt less gym pants and the like, to keep it from swinging.

The limitations (for me) are 7.5" blades and 8 ounces. The Oyabun is pretty much the top end of that.

Thanks Don Sonnydaze Sonnydaze . Sure glad ya like that outfit I built ya. That's an Old Model Vaquero in .45 Colt. It's had many a mile horseback packing in big bear country. That holster went to a guy in Alaska. Quite a character, he'll usually pick up his orders in person on his Harley. Drinks a gallon of coffee with us and zooms off to Reno or Boston or Billings or.... Shows up in a week or two again, drinks another gallon of coffee and zooms off again. Nichole came up with the idea for the Beltless sheath as she normally only wears a belt when riding. It was a more difficult idea to translate into reality than it appears. Went through about eight prototypes till we got er right.
 
I have not graduated to the fanny pack as of yet. However, I do very frequently use an over the should bag to carry others items that are too big for Florida attire.

It looks very unassuming and dad-like.

I necro'd it because when I went on google hoping for something better than my ugly carabiners this was the first result that wasn't a way too long youtube video telling me to buy an $80 clip that wont fit my knives, so this post still has value to the internet even if the original poster figured his situation out already
 
Acknowledging the age of the thread, I'll add a comment: If I'm in shorts with no belt, I carry a smaller fixed blade...something pocketable, or light enough to wear with a clipped sheath. Swimwear = no fixed blade (unless I'm diving)

I use Spyderco G clips frequently.
They and other aftermarket attachments can be attached using extreme 3m in the velcro section at store’s like Lowes home improvement . Both side’s are like a stiff plastic bristle’s that interlock, instead of the standard velcro.
One on the attachment, the other on the sheath,just like Bud Nealy used to use for his sheath system and then you don’t have to worry about holes and clips aligning or sitting correctly. Easy to go from one type of attachment and carry to the other, without removing screws etc. Can even pop a piece somewhere in the vehicle for easy access while driving.
 
Holy necro... Anyway for hiking purposes I often use work trousers with a yardstick pocket.
If your knife's sheath is not too bulky, you can use it for the knife - quite comfortable and handy :)
