tip up/tip down is purely a subjective thing as to what ya like, and what ya are used to/practice with, personally, i dont carry anything but tip up FWIW, its what i like.
also, imho, there are absolutely zero legal reasons why BM wouldnt make liner or frame locks tip up, axis are mostly tip up, i dont understand what that would have to do with anything, legally.
