Best folding knife for 450-700$!

Good lord that's a hefty budget. Brother, in that price range, you've got so many options. It really depends on what your preferences, like and needs are.

For modern, it's really hard to beat what others have already mentioned. CRK is a great choice. Spartan is solid. Arno Bernard it's difficult to beat. For crazy designs you check out D Rocket Designs. Medford builds a really great tool knife. At the top of your range you can likely get a used entry level Shiro. Rockstead Hizen can be had at just under 800 new and about 700 slightly used. Seriously I could go on for hours. Of all this, I would stick with CRK. They just cannot be beat on any level, let alone considering all the points they hit, from build quality to servicing.

For traditional, there's so much here also. I can strongly recommend Balistreri, from Italy, and Tinus Stone of South Africa. Also Jason Leclair from Canada. I'm more impressed with the first two though, and they're better bang for your buck also.
 
To me, these days once you get over $200 or so you are buying brands, nicer materials, and more impotantly style/ what you like. Good form, function, even fit n finish can be found pretty cheap these days. For $750 I would look at customs, new makers and base models.
