Bruce Coutee SUCKS

In regards to some of the points above:

PayPal-
As much as I am disappointed and effected by PayPal's policy, I was aware that their protection policy does not cover unconfirmed address's. (Even though the address they provided is confirmed to be correct via Yahoo Yellow Pages) So as much as it sucks and as much as I complained to the PayPal reversal department, I was aware of the risk when I accepted the payment, Never thinking this would happen of course.

I really appricate your suggestion to help me out, however the purpose of this thread was to warn my fellow forumites here of this person so no one else would be out cash. If you took up a collection or sent me funds, then this Jerk would not only have effected me but several others and I don't want that to happen.

I plan to keep calling till I get ahold of someone at this phone number and I will proceed with Mail Fraud Charges and hope that some day down the road this person gets his in the end :)
 
I thought they had 30 days from the transaction to dispute - then they were SOL. Is this not correct?

I am not sure what the policy is. But these transactions were back in December and January. So when they disputed them I am not sure. My money was confiscated last night :mad:
 
I just got off the phone with Mrs.Coutee. She claims she knows no Bruce, her kids are grown, she had no clue what the charges were and went to her bank and took care of it. She claims someone was trying to steal her Identity. HERE is the best part. She also claims all 5 of the packages I sent were never recieved at her home. Funny, thats not what these Delivery confirmation numbers say:

I was hoping for an easy solution, but this ignorant person make me REALLY MAD!! I explained to her I had online tracking numbers saying the packages were deliveried to her home and I would be forced to file mail fraud charges, She could care less
:mad: :mad: :mad: :mad: Anyone living in the area or with free long distance feel free to call and ask if her household frequantly rips people off :D
 
I am wondering - If a delivery service was used whereby you received a signature confirmation - and then Pay Pal said charges are disputed, would they still - when confronted with proof of delivery - try to remove the money from your account on behalf of the cheater?
 
TBG, I feel for ya man. That's at least twice you've been burned pretty bad with a deal. BTW, has anything good come from the sword trade?

I know it's a lot to go through but you might try getting ahold of the postmaster in that area, tell him the whole situation arrange to send this POS another package (empty of course). Have the postmaster deliver it personaly so he can identify the recipient.This may be a good start towards a mail fraud case. What do you think?

Actually Mike, that kind of worked out ok. The guy in California sent the swords back to me and I refunded the money to the person in Ohio. I ended up losing out about $100 on the deal, but it could have been worse. I don't see this turning quite as good as that did. That one was UPS and a guy in California screwing me, this is PayPal and a guy in Louisnana screwing me, Hell I thought I was the bad guy, How come I am the one always getting screwed??? :eek:

PayPal's policy is that if the address is not confirmed with them, they could care less about the seller when charges are reversed. They know that this person got the goods, and I wouldn't doubt if they fight to get there money back from the credit card company and keep mine :mad:
 
Something similar happened to me. I was renting out a game server and this guy pre-paid $200 for 2 months. Everything was cool and I got him all set up. I got the money, spent it and didn'nt think anything about it. About 3 months later, I get an email that a fraudulent credit card was used to send me funds and I had to pay it back or my paypal account would be deleted. I goto my paypal account and I got a -$200 balance:mad:
I just let them delete the account. I did nothing wrong and don't get why they don't go after the person sending the funds.
It's probably the wrong thing to do, but I refuse to pay that Sh**
I ended up not paying a dime though;)

UPDATE:

I filed a complaint/Mail Fraud charges today online with the USPS. I also printed out a scan of all 5 delivery confirmations and I am sending them with a bill to these jerks. I will be sure to let you guys no how this turns out
 
Just don't hold your breath waiting for the USPS inspectors to get back to you. It took them almost 3 months to respond to a complaint about taipan - the ex-forum member, not the country.
 
TBG I've thought about this a bit since reading a while ago. I'd pursue the USPS line, but expect you might have some frustrations there.

But the PayPal side of things interests me a bit. I haven't looked over the terms you agreed to, but they may not be entirely reasonable, from what you say.

I worked on secondment in the legal department of the Au equivalent for a period - know a few people over there even. I had a quick look over just now and there's some material which might assist, I'm not sure. More importantly, there will be an advice line for your area I'd think. You should give them a call and see what comes out of it. We aren't talking about a lot of money of course and you may be fobbed off, but they will take it seriously if there appears to be a likelihood that a significant number of people have had similarly 'unfortunate' experiences.

Believe me, PayPal would not want the FTC interested in their conduct, so that might help in itself. You never know.
