the whole tick need to be removed as slowly as possible.. with this tool, http://www.1800pixtick.com/protickremedy.htm you place the V portion at the tip, under the ticks body and slowly start to pull upward...

Awhile ago, my daughter gave me a Tick Twister removal tool and it says that it is the best and safest way to remove ticks. I'm don't know one way or the other, but here is their website.

Looking forward to everybody's opinion.
