Express International (And generally USPS Priority) can be tracked right to the delivery electronically. The signature is done electronically and the delivery recorded on the USPS tracking. You can sign up for ELECTRONIC proof of delivery which will get e-mail to you as well.

That's the way it is supposed to work. Unfortunately, it depends on a human doing their job correctly. I can't tell you how many times I have sent packages with tracking, insured and with signature
required and never received anything from the USPS. Now, when I take a package to the post office I hand it to a clerk and ask him to scan the bar code. At least I will have proof that the packaged is in
the mail. (I usually print the shipping label at home)
 
On the few occasions that I have shipped international, I did use USPS Express, w/insurance, of course; based on the advice gleaned from BF and a friend who ships all over the world.

But I do have a question on this: Somewhere I read that the USPS insurance only covers transit in the USA. Therefore, if USPS can document that they handed the package off to another postal service, then their responsibility has ended. IOW, if a customs agent in Lower Slobovia keeps the knife, you are SOL because USPS did their job.

Is that correct? Can one actually insure right to the buyer in wherever?


For high dollar domestic shipments, use Registered Mail. Slow, but safe.
 
The Universal Postal Union coordinates policies among its members the national post offices. You should be able to check with your local post office if the destination has any special problems. But most countries have reciprocity on their services. If you send Registered Mail, it is accepted and continued on its way as Registered in the destination country.
