Robeson pen knife. Kind of a congress whittler format with a fingernail blade, pen and the sheepsfoot main.

Aluminum "SEEMEL®" was made in Sheffield. I don't see a maker's name.
The larger (Celluloid?)was made in Solingen. It looks like "C.IUTTERS•CIE" (arched) with a lying lion under.
I think the barely visible ship is 'The Queen Elizabeth'. That is the closest I can match the profile to, anyway.

They did one for Imperial, which was absolutely huge too

Can't see the tang stamp, but advertising knives commonly didn't have the manufacturer's name. Harrison Fisher were probably the biggest producer of advertising knives in Sheffield

I researched "seemeel", must be 10~12 years ago, when I "won" a gaw (The six winners before me did not give him their shipping info.) for a group of knives "in need of repair" that he did not want to mess with, (this and the pen knife shown with it, above, did not need repair) by Mark Sharp.
From what I remember, SEEMEEL was (is?) a canned seafood company. I "think" their main offering was canned Herring, but I am probably wrong.

Buck & Hickman 3 5/8s closed, eased openings, very sunk joints, milled liners front and back. "Oil the joints" on opposite side of main blade. All blades stamped. There are stars or crowns inserted in the ivory scales.
