Going custom is great, and all of the makers named here do outstanding work, but OP is going to be hard pressed to find a custom below his $150 max, especially considering the recent spike in prices.

Best suggestion would be to go to a good dealer, like knivesshipfree, dlt, bladehq, gpknives, etc. and spend a few hours scrolling.

Then come back here with a few things you like and ask again.

Size, steel, style, etc, will make a huge difference in suggestions.

I can make an EDC fixed blade that size in 15N20 with a natural wood handle and Boltaron sheath for that price. Only thing I have available at the moment though is a DropT in 1/4" AEB-L with checkered GripX scales. I'm gonna touch up the edge slightly before I ship it out. It is definitely more than $150. Please forgive the unsightly shop hoody.


Now excuse me while I make a coffee.
 
Right now, my current carries are from REK Knives REK Knives , Volunteer Knife Volunteer Knife and navman navman for the most part. I will have a couple from Jarrett Fleming Jarrett Fleming in the near future. (I have a couple from CPK which also fit the bill, but they are only pocket or AIWB, too stout for neck carry.)

I prefer neck, AIWB and pocket carry, and something in the 3" range for the most part, (with 2.5" also an option).

Dave, The photo of the young lady with the black T-shirt, looks like she has a phone in her back, right pocket? Seems you could make here a better carrying solution, that would protect the phone and be more secure than that. John
 
EDC means different things to different people. I carry fixed blades everyday, but size and position change depending on where I plan to be or what I plan to do. Having a sheath that allows for different carrying positions is nice.

As has been pointed out, the OP would like to keep price under $150. I think it makes sense to not spend a lot if you are not sure if you will like carrying one.

My favorite knives cost more than that, but there are some super practical ones I have under that price.
-Cold Steel Mini Pendleton (stout for size)
-Cold steel Master Hunter (great all around)
Both very handy and well made. An aftermarket sheath is inexpensive and worth the additional cost.

-Demko Armiger 4 (great all around and available in 80CrV2 in your budget or MagnaCut just over)


If you decide to spend a little more, a Volunteer Knife 3.25 or 4.2 are pretty perfect.

Axial Knives Ultralight is great and under 2oz

Goathead Knives 3.5 is awesome

Dozier Slim Outdoorsman is super handy

Other forum makers not mentioned by other posters: CPE, OP Bunch and Adam Kornalski make really nice daily carry blades.

I forgot to include the Esee Izula in S35 and extended grip scales is a great small knife.
 
Several of the fine makers on here have been mentioned and I agree those will be some of the best small working knives you can get ahold of. They will for the most part be above the OP's $150.00 range.

If you're unsure whether or not you will like carrying a small fixed blade I'd recommend trying a Kizer Mini Harpoon. It's a nice quality little blade and comes in a few steel choices from AEB-L to 3V and comes with a decent kydex sheath. I bought one in AEB-L on sale for a bit less, but you can get them around $50.00 anyday. I know several other member who hace and like these as well.

If not the shipping, that will be about 20-30$, you could order some handcrafted edc fixed blade knives from Ukrainian knife makers. There are plenty of options from like 50$ up to 150$ limit you've set. And those are not chineese factory made, if it metters for you.
Here is marketplace where you can find plenty of handmade knives, designs are from never ending classics to cosmic/hitech ones so as steel choices.
To know the price in USD$ you have to devide price in UAH₴ by 43 and you'll get your estimate.

Yeah John we run away from that project quickly! Back in the day, back in the flip phone days we use to make a phone belt case. We had a great pattern that we'd developed and had modified it into three different sizes and I'd bet ya we could fit 95% of the phones out there. We'd take a basket full, literally, to a show and bring back very few. Then phones changed and worse protective cases changed too. So you got an Apple 9000 ABCDEFG model but wait ya have an Otterbox for it. Which Otterbox? Otterbox makes a hundred cases for the Apple 9000ABCDEFG model. Which Otterbox do you have? Wait it's not a real Otterbox it's something ya got off of Amazon, or Ebay or Etsy or.................. and it's just like my friends Otterbox but maybe a lil wider and definitely thicker.. Oh you have a Samsung 49 C? After getting bit several times we made the executive decision not to make phone cases. That being said that gal in the pic is also a pro leather worker. I use to help her out a bit when she was getting started. I'd sew some things up for her before she got a machine, give her a tip here or there. She does absolutely amazing carving. So, I'm guessing she could make a phone case if she wants to give it a try. Her husband btw is one of the elk guides that had input on my new knife model The Elk Guide. Here's one of her guitar straps I sewed up for her:
