*As the President of my community's HOA Board, it always irritates me to see people do this crap (it's generally referred to as vandalism), because the cost for replacing that table top would come out of the general upkeep account.

I would be angry too if it came out of an HOA board fund to which I was voluntarily contributing because of where I chose to live. This is not the case.
