Very little these days is 'Legal', with a Sap you can put an aggressor to sleep fast, with a knife if not used as a utilitarian tool... and someone uses it and causes someone to bleed out or immediately depart this world... the user goes to jail for a long long time, unfortunately many people don't know when "use of deadly force" is warranted and when it's not"... not warranted if someone is stealing your dog or your wallet.
With a Sap you 'may' get an assault charge.
There's a whole custom sap industry with beautiful high end makers with custom leather work.
Btw... a Sap should not be confused with a 'black jack' both are completely different impact weapons and used differently.
 
I love that saps are still a thing beyond pulp novels and black-and-white movies from nearly a century ago. I carry a gun for defense but I knew a guy who worked in a NY office and didn't have the option. He carried an antique sap not unlike the ones pictured above.

That said, here is my EDC shot for this evening. I'm going light and will be outside for a while. With neither my key-ring pry tool nor my Swiss Tool on me, this little Travel Dime will be my bottle-opener and mini-pliers.
