And because courthouses tend to be in downtown districts, which tend to also be high-crime districts with higher population density and often the location of homeless services.I would think it is because that's were you are going to find a large number of criminals.
And Cincinnati has a ski-high crime rate anyway (higher than Albuquerque or Chicago in almost every category), above the national average in every single category. I probably wouldn't even go downtown there...
