Sold to me as a letter opener -- yet again. Made in Germany (based on the "DRGM" stamp on the handle) for Brazil (based on the "Qualidade garantida" stamp on the blade, and the ball-shaped bolster). Celulloid handle with a what appears to be an abalone inlay. Probably around the turn of the century (19th-20th).
