Semantics...... a knife is a weapon. Tool? Perceived intent is important however. The terrorists in the planes on 9-11 used utility knives that were perfectly legal to be carried on an airline. The TSA rules changed pretty quickly not that I approve. If you carry a knife as a student in most schools, it is viewed as a weapon. My grandson watched two girls cut them selves up in the middle school hall with their "tools". Both went to jail.
We aren't talking about screw drivers or Honda Civics. This is a knife forum. But sometimes it's handy to make an analogy.
To say that someone carrying a 9" bowie knife in an urban environment is a tool is foolish. Carrying the same bowie knife in the woods would not raise as many or any eye brows. No, they don't necessarily know the state or local laws. They are doing what they feel like. Until joining BF, I suspected what the state laws were, but I didn't know. I wasn't interested enough to find out quite frankly.
