I'm betting that if you go by the absolute letter of the law, a LOT of people in here are in violation more often than they realize. The trend does seem to be towards making anything potentially dangerous a crime, but letting it slide unless LE or the DA feels the need to enforce.
It's like speed limits: the "unofficial" limit is almost always 5 to 10 mph over the posted limit, but no one ever gets pulled over for it unless the local court is running a little short this month, or the cop's having a bad day or needs to make some quota, or just wants an excuse to pull you over to perform a search that would otherwise be illegal...
It gives the government a nice big club they can use selectively to harm or benefit who they choose; problem is, we're all supposed to be equal in the eyes of the law. Not that it ever really works that way, of course...
