I'm gonna side with you on this. We thought it might be, but the images we found didn't quite match up. Also, I'm in northern VA, so I'm gonna think you are correct.
We didn't kill it, for a few reasons. One, the spider was on the side of our temporary shed (hence the tarp you see behind it). Not really a hotbed of human activity at this point, haha. Also, my family are not afraid of spiders, even poisonous ones. We don't mess with them of course, if they don't mess with us kinda thing. True story: For going on 5 years or so, we had two Black Widows that lived in our garage of our old house. They lived in one area of shelving we had in which I stored extra camping equipment that we rarely used, and the other in a corner near a crack in the door frame of the side garage door. The BW's helped cut down on insects in the garage; especially in the door area. We just checked them every so often so we knew where they were if we were going to be doing a lot of stuff out there. The one near the door was in my "shop/tinkering" area, so I was around it A LOT. LOL
They never tried to come into the house, or attack us, so...it was all good by us, I suppose.
So, even though spider webs creep me out and have me feeling yucky whenever I run into them (always feel like I need a shower afterwards), we just kind of leave them alone (the non poisonous ones of course). Once the spiders realize their area sucks for catching food, they move out, usually outdoors. Anyway, by the time we sold the house the BWs had moved out too. Good for them cause the new owners would have freaked out, LOL.
But, I will say this: The brown recluse is on my hit-list for sure. I hate them like no other arachnid and will kill them without mercy or remorse. I've seen the damages those little a-holes can do....
