I could be wrong but I think there is more than one type of ban. A screen name ban and an IP ban. If that's correct they may reserve the later for more serious infractions?

The trouble with an IP ban is they have to ban a range of IP's, that might knock out a legitimate user on the same ISP.

An IP ban must have a range, and you can wipe out several people from a block of addresses that might have nothing to do woth the individual being the problem.

Isn't that a bit like expecting the police to be able to stop a crime before it happens?
