SAK? How about an American knife?

With out of control spending, the free knife program budget has gone South.

Okay, if this must happen, how about Milton Friedman style knife vouchers. Purchases used with the voucher must meet some kind of standardized knife criteria, but the ultimate choice stays with the individual.
I send all my Nephews an engraved Farmer when they graduate High School. An ALOX Farmer, if you can't master the use of a knife like that I wouldn't expect they'd appreciate a Sebenza.

SAK of some sort-lots of Americans will never carry something like a Manix 2 even if you give it to them. Other people can't due to laws on blade size and such. An SAK is something that I believe the most people would actually carry and use.
If they gave me a SAK I would have to throw it away and buy a real knife.
