It is a form of what is known in Scandinavia as a "meddragkniv",a draw-knife used to true-up the lateral groove in log-building.

Shot in the dark: I wonder if this was used for making scalloped chair seats with a raised center line. The 'ball' could have ridden on a guide stick or dowel to scallop on either side and when flipped over used as a scorp and/or for rounding legs.

I think both of those knifes are for coopers. The one being modified. This guy goes over a couple of them at about 36 minutes in. As always I reserve the right to be wrong.
Not sure but some type of wrench. It's one solid piece (no ratchet), has 8 points and a hole in the top that goes all the way through to the inner space.What is the ratchet-like device.
