The Coast Guard is under Federal Control..... They responded first, taking people off their roofs, picking up victims and saving the day.... ALL this when not much else was done and the Mayor could not find his disaster plan. He misplaced it. The Governor could have ordered out the National Guard to New Orleans, three days earlier, if he had been inclined. Anyway, it appears that the Coast Guard was there first.... NOT LATE! Of course, there are lots of individuals who can take care of themselves but don't. Of course there are thugs who take advantage of chaos. It is the job of government to maintain order and keep the thugs in line. - Since when? State and local Governments have always responded to every disaster first and police activities have always been the responsibility of local police forces. When we had the riots here in Los Angeles, we had local business owners on their roofs with guns protecting their stores. Honest, there were or FEDS around!
If our Federal Gov't tells us that they can't do anything, that they didn't know, that they did the best that they could ---- and it wasn't good enough.... When did this start? Do mean to say that this is a new interpretation of our Federal Governments responsibility?

Should we disband the government and go back to rule by the county sheriff?
There are things that only a federal gov't can do, but I think that no one will change his mind on this.
There are lots of things that require help, when I can't handle stuff myself.
When I need a doctor, I see one.
When I need an army, I hope that it is there.
I go to school to learn things that I can't teach myself.
IF I can't put the fire out, then I call the fire dept.
When I need the guard or the army corps of engineers, it should be there. That is why they get paid.
If they don't do their jobs, then.....

Of course you need state and local resources - it makes no sense to have a federal response to everything.
But there are events that go way beyond an individual state's ability to respond properly.
Katrina was one of them.
What will happen if there is an attack on our soil that comes from terrorists or an army from abroad? We need to be able to respond immediately, not 4 or 5 days later.
There are times when you must have a rapid Federal response.
That is why we have national guards - they are state agencies, but are being used for Federal purposes.
There is plenty of blame to go around, at the local and the Federal level. The problem is that no matter how bad a job someone like Brown(of FEMA) does, the botched job never leads to any consequences. You can't run any sort of organization like that. When you do, then you keep incompetents in their jobs and you don't see good work.
My personal experience has been that this has been a real problem at the level of state organizations. If you can't fire anyone, then too many people don't do their jobs.
There are good things that a federal agency can do, and some that are not so good. But we do need an effective FEMA.
The buck has to stop somewhere.

I agree, Arty, there is a place for the Feds. I don't think most of the blame is going to fall upon the Feds this time around though. Well, actually, that's a matter of newspaper and CBS direction, so it could fall anywhere; but it looks as if State and Local blew it.

thanks ibear. as a coast guard reserve officer, i'd say we were a bit different from the normal armed forces who are under the department of defense and specifically forbidden to interfere in state affairs unless asked for by the STATE government. the coast guard (now under the dept of homeland security) is in a unique position of not being under the same rules as the other armed services and/or national guard in that we don't need permission from the state to go in on 'navigable' waters, and we had a couple of CG bases right in the heart of nola anyway. if i'd been there i'da sent out the boats no matter what or who got in the way.
the army etc., however, does need permission. those who are whineing about the armed forces 'slow' respose and those democrats whineing about & taking cheap self-serving shots at Bush should consider that the democrat mayor of nola had a nice shiny expensive disaster plan he plumb forgot to impliment (i'da thought he might dust off a copy a couple of days beforehand when it looked like the hurricane might come his way), the governor, another democrat forgot to call out the national guard and she forgot to call washington to request troops, which she could have done ahead of time if she had been so inclined.
however, they are both democrats, so they can hide behind hilarious clinton's flame attack on bush. doesn't she have better things to do now than to attack a busy president, or is she more interested in scoring points than helping out. at least congolesa rice is packing boxes, clinton is just back-stabbing to further her party & hide the truth of its failings
instead of diverting needed manhours into blame, recrimination, and backstabbing, why not pitch in and help fix things now, there will be plenty of time later for all that negative socialist spin once everythings fixed, why they could even take credit for all the effort the administration is expending now...

Well, My mother just gave me an update from Dallas. Texas has accepted 230,000 refugees from New Orleans. WAY more than anybody else.
We have turned some empty buildings, like an old wal mart, into refugee shelters.
You can talk about pitching in when you live in Maine, but my home is the one that just caught a quarter of a million refugees who, before the flood, were living in squalor.
Remember that number.

Sure, I will change my mind if you provide a reason why I should. It is usually the Governor of the sate, in cooperation with the Mayor's Office, that would call out the National Guard to help in New Orleans. The Guard has long been under combined, Federal and state control.arty said:
