I agree totally that we should "police the police", and I have seen the "One Bad Appple" syndrome first hand. But I think it is dangerous to automatically assume that the police are going to act unlawfully. Thats why this country has so many lawyers. Litigation is a powerful thing, and I guarantee you there is not a cop that goes to work that doesn't ask him/herself if today is the day they will do something that gets them sued.

I also agree that the "snitch society" is in full swing. However we also need to be aware that most police agencies, while by law must investigate anonymous calls, do not put too much faith in them. But then again litigation rears its ugly head if they don't investigate...remember the Jeffery Dahlmer case? The people need to be held responsible for their own actions. I usually tell people who whisper to me in hushed tones about what they heard at the neighbors house last night that if they are willing to put it on paper (give me a statement) then I can do something about it, otherwise I treat it as general information.
