It means "Pattern Production Premiere"

Vipers and Pruners were both ran in 2016 so it's very possible. The only thing differing is the blade so the other parts could have been produced at the same time that the pruner parts were made. Yes, exactly - such as a #23 with a lanyard tube, as has not been seen for over a decade as far as I can tell...I don't know what they will make but ... if possible... for once ... make one of those great and appreciated patterns they have not made for many years. Sometimes memories are good
