My preference is for the small 2 blader referred to in the OP. I have a few of them. 
I like almost all of the small Case patterns though, with the tiny trapper being my least favorite. The pen on the small stockman frame is particularly nice. I also really like the tuxedo. And the baby butterbean.
These days, I think Case is at their best with the little guys.

This is an excellent example. In the old days it would be called a "Sunday go to meeting knife." (and yes I carry it as Ken is my witness since it traveled back to WI for an Erickson fluff and buff spa treatment.).
(I heard a rumor that he actually found pocket lint in there too.)

I've had this little Joel Chamblin Wharncliffe Trapper for about 5 years now. It does light duty and is almost always in my pocket. OAL is 3 1/8".
Wow! Thats a beautiful little knife! Does the stag on the other side look as good?

As for my favorite small two-bladed traditional knives (that I own):
* GEC Conductor; buffalo horn, coping secondary. Great knife but it is just a hair over 3-1/4".
* Case Mini-Copperhead; sky blue bone, wharncliffe master blade. I love the look of this knife but I'm a bit of a sucker for Wharnies though. Has sunken joints so it's very easy on the pocket. I find this to be a great office knife and coincidentally, its the only one on my little list that absolutely meets your criteria of a two-blader under 3-1/4".
And I'll throw this one into the mix. Even though it doesn't meet the criteria it I believe fits the feel of this thread looking for small but usable knives.
* Boker small stockman; faux tortoise shell . I know it's not a two-blader but it is a comparable knife to the aforementioned cult-status knife. Like a peanut but even smaller; two backsprings, under 3", it just has an added sheepsfoot thrown in there. It's a very compact little knife that has proven itself capable time and time again despite it's diminutive size.

The Case swayback gent is not that much bigger than the peanut, at least in my paws. I've seen some really small Schrade pen knives, they were my father's, he lost them all in the laundry.
Wherever mismatched socks end up, I'm sure there is a pile of my father's pocket knives right next to it.

I lucked out with this one. The stag on the pile side is just as nice. My thanks to Joel Chamblin for making it as nice as it is. It's a pleasure to carry and lightly use this little knife.
That is a very nice one jacktrades, very nice.
A younger fellow here at work who used to carry modern tactical stuff lost his Case medium stockman a few weeks ago. He had bought it after seeing me use my traditionals. I figured he would go back to them but surprised me when he bought this one after asking for advice on for a replacement. He didn't realize that D2 really needs diamond hones to sharpen so I ended up sharpening it for him and got to examine it closely. It is a very, very nice knife and he absolutely loves it so far.

Yes it is, thanks, a very nice one, it did have some edge thinning though, and now cuts like a razor.
It has the right amount of snap, and is very easy to open and close, with a bit rounded half stop. One of my favorites for sure, and even my wife likes that one.
And yes, for most i see, going to traditional knives from modern tactical is a no return path, as I've learned myself.

Trand, is that a Mini Trapper? Happen to recall the name of its scale color? Or is it a Tiny, writ large (funny how so many knives look roughly the same size, in isolation!).
My Tiny Trapper definitely fits the descriptive "pocket jewelry," but I'm very fond of it and carry it often.
A Case Sway Back Jack comes in at a hair over 3", so I'd say it definitely counts. I like having mine with me.
I'm still looking for a "jack knife," meaning, the only knife I knew of (and, knew by that name) when I was little and bought my first ever. It was all of a dollar (4 weeks of saving!) and very hard to open, but of course I miss it now. If nothing else, I have better ideas of how to render it more usable, let alone of how to sharpen the thing! I'm thinking the Case medium jack might come closest, or would it if were jigged.... Basic black, no frills, jack knife.
