Looking for a Knife for my Sister

I'm trying to get my sister to start carrying a knife. I'm planning on getting her a knife for her upcoming birthday.

Here are my parameters:
-Under $40.
-Blade length under 3 inches.
-Has to have a pocket clip.
-Frame lock or lock back.
-Under 4 oz.

The two knives that I am currently looking at are the Cold Steel Tuff Lite and the Byrd Robin 2 with G-10 scales. Please provide feedback and suggestions.
 
Not entirely sure what they're priced at nowadays, but a Spyderco Dragonfly 2 could be a good knife for her. Plus they come in a whole bunch of colors so if you know her favourite you could choose one with that in mind, but you may have to do some searching to find the color you want.
 
The Tuff Lite would be a good choice.
I have three women is my house ( wife , 2 daughters) , here's their favorites.... ( not what I think they would like)
- Kershaw Chive
- Kershaw Leek
- Opinel Trekking Knife (no.8) - wife's favorite

I've looked at those but they are a little bit out of my price range.
 
My wife carries a Kershaw Leek that she likes. In fact, according to her the leek is the best knife ever made. They come in about every color you can think of also.

I showed her a few picturesand she seems to like the Tuff Lite, she didn't like the looks of the SpyderHole / ByrdHole very much.
 
Ontario Rat II. I’ve given several of the Rats I and II to friends to get them to start carrying a knife. Not only were they well received, but every one of them has carried it ever since except one person.
This ^^^^ except they aren’t back or frame locks.

Outside of price range, and also.... Huh? designed for women?

OP- So it sounds like she doesn't like the the Spyder/byrd hole, so those are out.

How about the old standby of the Kershaw Scallion, or the newer (and one of my favorite new designs) Dividend. Both are relatively smaller knives, with non-threatening appearances, and get value for the money.

Not to say all woman have the same taste, but my wife loves the Dividend because it's a very slim knife that fits in the pocket very easily, even in girl jeans with those itty bitty pockets. It's light and small enough not to be intrusive, but large enough to be a very useful size and shape.
