The message you posted from the tracking is what shows anytime you have carrier pick it up and the post office does not scan it. This happens a lot where we live, although I must admit it generally gets scanned somewhere on the way.

It is simply a crapshoot to ship internationally via anything less than International Express. With International Express you get fairly good tracking and it is fully insurable. Plus, since the USPS contracts with UPS / FedEx to deliver these, they run through customs much smoother.

Sounds good to say that if the buyer were warned that international shipments would have no seller liability after they leave the US; but talk is all it is. Once an international customer figures out they are out a bunch of money, my experience has been that they do not honor that agreement. Can't say as I blame them, I mean who wants to lose a bunch of money? But let's don't kid ourselves; I had it in writing from a customer and presented it to paypal during a dispute from a knife lost during a customs inspection and they completely disregarded it. Unless you can prove delivery, which is impossible via most means internationally, paypal will give the buyers money back. Many crooks figured that out and would file a claim every time someone sent a knife via non-trackable means. I stopped shipping internationally for a couple of years until the International Express got improved with UPS contracts.

You should have exhausted all negotiations before going to paypal. Never file a dispute and give the other party time to clear out the account. Always escalate it immediately so that any funds will be locked until the issue is resolved.
