Paypal Claim - Anyone Has Experiences to Share?

I had this really odd delay: Paid for a knife from a vendor(not on e-bay)that I'd used before,they are in the US I am in the EU. 2 weeks passed-the longest I have had to wait for a knife from N.America. Got in touch with vendor, they said it had gone out I just accepted it as they had been an OK firm, but they didn't actually have proof of postage.I didn't realise I could make a Paypal claim outside e-bay. Maybe four months passed and I had to go to customs to collect another knife,while paying,the woman said she thought there was another parcel for me.YES! My original lost knife, the customs had not sent the post office a bit of paper telling me to pick up my knife,without the magic bit of paper, I couldn't collect! So, it could be an admin/bureaucratic blunder and not a dishonest vendor or thief stealing from the post.Be patient...
 
I reached out to PayPal for support when a seller would not man up on an issue.
They told me to work it out with the seller. They did absolutely nothing.
