Paypal refund policy: Is what this seller said correct?

And since he sent you a "payment for goods" he could come back in 30 days and dispute it saying he never recieved his stuff.So keep all e-mails and such.

Is it possible that the seller transferred money from his paypal account to his bank account and by doing so he cannot make a "refund" and has to "make payment" instead?
I have made a purchase and been refunded but the whole transaction "purchase-refund" was in a matter of 30 minutes tops and I did get the whole amount back.
I say move on go on the hunt for your next blade. Good luck either way.

I just send a refund to a guy since when I packaged the knife I noticed a flaw and he didn't want it anymore. He got all the money back instantly
 
The seller sounds like a jerk, and I understand not wanting to publicly call people out, but if this is his attitude I don't know that he should be able to sell on BF. At the least people should have this information to be able to make a choice whether or not they want to buy from him. If he's giving you crap over ~$6, how is he going to act when it's a dispute of $50, or $150?
 
Eat the $6 and spread the word. It will cost him alot more in the long run, and probably put a grin on your face.
 
My advice would be to contact paypal customer service by telephone.
Not so much with the hope of recouping the amount you were shorted.
But to give advance warning and to cover your butt in case the person who sent the refund as payment for goods tries to do a chargeback later.
Refunds should come back in full.
Either the person who sent your money back did it wrong, or they are up to a bit of funny business.
