How To Possible to shorten a blade to meet State law?

Any police officer that's going to arrest you for carrying a 4" blade isn't going to care if you add a finger choil to reduce the cutting edge.
I'm not an expert on MA knife laws, but the OP stated that it was against the law to carry a knife with more than 4 inches of CUTTING EDGE, not 4 inches or more of overall blade length, hence my recommendation of adding a choil. Again, I'm just going off what the OP said..

I just would prefer to avoid any potential hassle a overly gung ho rookie might give when he left his micrometer at home and sees 3.98” as 4”. And the law is 4” and over is illegal. Felony illegal. So again, not worth the risk to me when the solution is a simple and I’m finding out inexpensive modification.
I've lived in CT for almost my entire life. If a police officer is going to arrest you on a weapons charge, it's not going to matter if the knife is legal or not. Hell, there are numerous cases where they have arrested gun owners WITH a valid pistol permit.

Sorry, I wasn't criticizing you. Just pointing out that an officer looking to book you on a weapons charge in CT isn't going to care about how a choil shortens the cutting edge.
 
If the overall length is already under the legal 4 inches than a few heavy sharpening sessions will probably give you that extra buffer you want.
And you can always carry a printout of the specs of the knife for "proof." Don't really see a need for the modification in this situation.
 
Just for sake of science, this was a knife attack incident that happened a few months ago. This is a photo that the Harford police department took. Your guess is as good as mine what they're measuring.

Sorry, I wasn't criticizing you. Just pointing out that an officer looking to book you on a weapons charge in CT isn't going to care about how a choil shortens the cutting edge.
It's all good, I was just looking at the legality of the cutting edge and not OAL. Hell, I'm in AL but in my town specifically I wouldn't put it past a couple of the local LEO's to plant evidence to try and get a weapons charge 🤬

If it's what you want then do it however you can't add material back so if it doesn't do what you want then it's a loss. There must be a hundred great knives that fit your criteria. Maybe a CRK small sebenza? Hinderer xm18 in 3"?
This is why I ended up with the adamas mini because I wanted a carry knife for all states without any compromise. Full size feel in a small frame.

I’m definitely not planning on bringing a knife to a gun fight, or any illegal event. At all. However like I said, I’m only looking to add a “safety margin” to let some perhaps “less enlightened” LEO not have a reason to hassle me. Again, not that I plan on ever being in a situation where I would need that margins. But you never know.

Already have a Sebenza. And a Para 3 which is pretty much as legal as they get.

I want this, and I shall have it… It’s not that complicated, provided you have access to the right skills and tools. And I appear to have found someone with both!

I'm not saying that you shouldn't be cautious. I'm just of the opinion that a CT police officer that would arrest you for carrying a 3.98" blade would probably arrest you for a 3.75" blade. But since they struck down Qualified Immunity, I doubt most of them would even bother making any kind of knife arrest if it also didn't involve a crime. I always carry a pistol and a 3.6" to 3.75" blade. If I'm ever in a situation where I'm being hassled over a pistol or knife, I'll be damned sure to quote the law back to the officer's body cam to make sure they know that I know the laws.

Not measuring anything. The ruler is just there for scale as the picture is for evidentiary purposes.

How the police will react depends mostly on where you are living in CT. Some places the cops won't really care if a blade is 4" or whatever and as long as you aren't doing anything stupid they probably won't even ask. Its when you get into the SW corner however that you are more likely to be hassled. They think they are part of NYC down there....
 
toker toker She must not be so smart to try and stab 1) an officer of the law (or anyone), and 2) with that knife (given the handle shape and texture)
