By design, thank Louis DeJoy for all his "improvements" over the last 8 years...this has been a systematic destruction of one of our most important government services.
 
Reminds me of Norton from the honeymooners : he thought and praised pierre fransua Dela Briouski for designing the sewers of Paris only to find out later he condemned them…
