I tried. It made no sense. Remember, I lived around there, walked through the area during the busiest hours. The New Year's I went but backed out of the crowd, I found a number of places to stop in, get a bite to eat (warm up!) and head on out to actually DO something that night, rather than stand around in the cold with a million other people.
No matter what they say about closing off the streets, there's always a vantage point to see from without getting trapped. I went to the last big Simon and Garfunkel concert in Central Park. The Great Lawn was set up like Times Square, with the stage at the south end and the police barriers locking in the crowd on the lawn (but everyone was sitting on the grass on a warm night). At the north end was a smaller field, no barriers, police wandering around on break or watching the crowd. And a very few of us locals leaning up against a tree relaxing, and hearing the concert better than people caught in the roar of the crowd.
