PD will probably refer you to the Postal Inspector's. They will almost certainly be the agency with jurisdiction. I know that's where I would refer you if you contacted me about it. I would probably contact him by email advising your desire to rectify this, then certified mail. I know if I were the investigator, and a victim came to me with that type of information and documentation, it would if not seal, certainly significantly strengthen my case and my desire to investigate because it establishes intent on the other persons part.
Save your money on certified mail. I don't know of anyone who would sign for a certified letter. What do you think is going to be inside except some sort of demand.

It's not about him signing for a certified letter. Whether it does or not, it establishes you've tried all reasonable attempts to rectify the situation both in the eyes of a potential investigator and the court, and more importantly works toward establishing intent on this outstanding person's part.

No it doesn't, it simply shows that nobody was home to sign for a letter. You have not established that the intended recipient knew what the contents of your letter was, nor that he/she made a decision to reject it. You simply have paid for a letter that will be returned as "undelivered".
I don't think you understand the point of sending the certified letter. It's not so that you actually SEND him a letter. The point is that you made every effort to contact this person, and that it cannot be construed that you did not persue the matter by any reasonable avenue available. That way, when the judge asks the prosecution what steps were taken by the owner to recover his property you can list them all and it's very damning, rather then saying "I sent an email. . ." and then flaked out. It is an actual concrete step and strengthens the case against him.
FYI, as an example - before a rental car agency can file a failed-to-return rental car as stolen, they have to send a certified letter to the renter's address. This is to PROVE that they made a documented effort to contact said violator, and that the violator cannot claim that the rental agency didn't make a valid enough effort to communicate the need to return their property.
