PD will probably refer you to the Postal Inspector's. They will almost certainly be the agency with jurisdiction. I know that's where I would refer you if you contacted me about it. I would probably contact him by email advising your desire to rectify this, then certified mail. I know if I were the investigator, and a victim came to me with that type of information and documentation, it would if not seal, certainly significantly strengthen my case and my desire to investigate because it establishes intent on the other persons part.

Save your money on certified mail. I don't know of anyone who would sign for a certified letter. What do you think is going to be inside except some sort of demand.

It's not about him signing for a certified letter. Whether it does or not, it establishes you've tried all reasonable attempts to rectify the situation both in the eyes of a potential investigator and the court, and more importantly works toward establishing intent on this outstanding person's part.

No it doesn't, it simply shows that nobody was home to sign for a letter. You have not established that the intended recipient knew what the contents of your letter was, nor that he/she made a decision to reject it. You simply have paid for a letter that will be returned as "undelivered".

If the USPS ever tries to deliver a certified letter during business hours to my home, I doubt that he'd ever catch me there, even if I was willing to sign for it.

Save your money, it is pointless and doesn't establish anything.
 
contact the police and the postal inspectors. if he has no plans on sending you the knife back or sending the one you traded for, then it is mail and wire fraud - federal offenses.

NO sir... as far as i know, no body has made an effot to contact him.. and NO i did not recive my knife back, nor recive the 2 knives he was supposed to have sent me...=(

I don't think you understand the point of sending the certified letter. It's not so that you actually SEND him a letter. The point is that you made every effort to contact this person, and that it cannot be construed that you did not persue the matter by any reasonable avenue available. That way, when the judge asks the prosecution what steps were taken by the owner to recover his property you can list them all and it's very damning, rather then saying "I sent an email. . ." and then flaked out. It is an actual concrete step and strengthens the case against him.

FYI, as an example - before a rental car agency can file a failed-to-return rental car as stolen, they have to send a certified letter to the renter's address. This is to PROVE that they made a documented effort to contact said violator, and that the violator cannot claim that the rental agency didn't make a valid enough effort to communicate the need to return their property.

I think you have too much misguided faith in the legal system. Courts don't even bother with such low-denomination crime anymore. You also seem to have a lot of faith in certified mail delivered to a residence when all I need to say is "I was at work/school, how could I know what's being delivered to my home?" and you lose any validity in demonstrating reasonable efforts.
