I think the latter, a retaining mechanism - otherwise they’d have a grapple hook. Personally, I find lanyards get in my way sometimes, and don’t use them except in high risk activity like vertical logging and such. One of my Estwings came with a leather cord lanyard and I removed it.

I never use a lanyard on a hatchet or axe but I almost always use one on a machete.
