Looks like a Solingen made Premier Lifetime brand knife. Premier was an importer that dealt with European and Japanese knives. They operated mostly in the second quarter of the 20th Century, up to about 1955 in NYC. They also had offices in Toronto and its said they operated more in the Canadian market than the US.
