From what I was able to find, yes, it's GEC-made and shares their #25 pattern. (And thanks!)

It is undoubtedly a GEC 25. A fantastic looking piece too! Dadpool, do you have a box/tube for it?

I must admit to being unaware of Cripple Creeks WLST, does anyone know if they made any other variations for them? Once again Titusville redux has failed to note them in their production schedules.
