The Grooming Aficionado (Cuticle Pusher, Nail Cleaner, File Blades ,etc.) Traditional Knives

This one is French, I cant recall the makers name right now but there is video online of him making knives. The file is curved

Any info appreciated, as it is missing what I assume to be a toothpick I would like to replace
Edit to add- the initial H G are in the circle of tang stamp, just says France on the back of tang

Note it's complete with the manufacturer's case stamped with the retailer's name and info. Fairly unusual, and in really nice shape. I'm not sure how to sharpen it though, if anyone knows please advise. Thanks!
