I've often wished they had a notch in both ends of them chicago screws. You tighten them or worse yet loctite them and they are a bugger to get loose.
That would be an ideal application for the para/bungee cord. I don't think regular para cord would work near as well. The stretchy bungee cord stuff allows you to stretch it over a belt, lets it flex and move a bit but sucks the sheath up tight just like your talking. I'm totally sold on it myself.
The beauty is you already got grommets so you can adjust ride height if you carry it vertically, you could add a cant if desire. Horizontally which is the way I would do that knife you don't have as much leeway but you don't need it anyhow. You want the knife right on your belt.
I think it's gonna be a really sweet setup. Maybe I WILL go hang out by the mailbox just in case.
PS- You must have a grommet setter huh? Yours ain't all beat up like mine when I get on a ball pein hammer rage.
