That'll happen when the thread isn't unlocked yet. You should be able to refresh until it unlocks and the reply box appears. That's the race! Who can refresh and get through the reply process most efficiently.

The best way is to do it is to open the thread and refresh in there. The thread will "reset" when it unlocks, and the reply box will be ready to go. It's not always spot on 1pm (3pm EST), clocks always differ just a bit. I start checking a couple minutes before.
