What flippers have the same or better smooth easy action that a MSRB Shirogorov has?

Harnds Talisman for $30 is ridiculously smooth. Unfortunately, the one I got developed lock rock the first day of using it. It's great as a knife to flip as a toy, though.

Beware the wrath of some knife snobs if you suggest that a free-swinging, closes under it's own weight action is possible outside of the magical land of Shiros and Thorburns and whatnot. As if there is some magic beyond . . . ball bearings. How is the action on that Cicada (which as you pointed out runs on multi-row bearings)? I've seen fabulous action on Chinese knives from companies like Reate and CKF, so I'm already a believer that you can get a fantastically smooth running knife without breaking the bank.

The action is second to none and I've had Andre Thorburn build me a couple knives and owned at least 10 different Shiro's along with some other customs from some of the top makers in the business and the Cicada takes a back seat to none of them. Literally glass smooth and at a fraction of the cost.

It is not fair to respond to this without including pictures of your Shirogorovs for comparison. Jim Harrison of Seamus knives is every bit as good as a Shirogorov.

I find loose bearings the smoothest like in my Shirogorov F95 and Todd Begg Mini Bodega.

The best flipping action you will find --ever-- in a production knife was the Kershaw R.A.M.

Herucus Blomerus (I own one) and all the Thorburn knives I have played with before. They will give you a different feeling - my Herucus has a simply effortless flipping action even with the strong detent and is just glass smooth on closing. Hard to describe until you can feel one in hand but yes definitely stellar action like Shirogorov.

I just picked up a LL15 from Herucus, and I got to agree 100% with this assessment... in fact I will say in my individual case that it is THE BEST flipper I have ever owned

Most of the Zero Tolerance knives 'flip' extremely well. Two that are especially nice are the small ZT0900, and the fully titanium framed ZT0450. The CF 0450 flips as well, but you don't get the precise 'snick' of the metal on metal sound when the blade both opens and closes. YMMV.
