What happened if your package is seized by Customs...

I lost a $200.00 knife shipping to Australia, sent it certified with insurance and all-the USPS said they delivered but once it leaves the US they cant take responsibility
Knife never reached it's destination -usps offered to reimburse me my shipping charges which was also a process,I didn't bother so upset by them, chalked it up as a lessoned learned never will I ship anything outside the USA-Just my experience ,I know others have had good luck hats off to them

Out of curiosity - if they got prior approval from the weapons controller that the knife is not a controlled item - could that approval be provided with the shipment, to provide guidance for the inspector?

Hmmm... Never thought of it that way? It's not a letter of approval...it's just an email respond to the buyer from Aussie custom stating the Para 2 is not a control item. Don't know if printing an email would help?

Yes, and the e-mail from Customs will have a disclaimer. They will also open and test a knife being sent in anyway and if that particular model fails the test that once that day it will still be confiscated.
