I'm about 1000% sure it was just automatically flagged for "Cuba," in the same way "Damascus" gets flagged. It's probably just a flagged keyword for transactions that may involve countries that have some sort of sanctions or restrictions on financial transactions under U.S. law.


Paypal doesn't care about smutty innuendo or politics (at least as far as it comes to processing transactions), but they do care about being fined for finance law violations.

Best option I've found with PayPal is to merely leave your bladeforums handle/username in the comments, and then PM/email the seller about the payment (and which email address/name it comes from). Unless ofcourse, your bladeforums username is CubanJack, or CubanBeaverTail. ;)
 
It's just certain words they flag that result in the short hold. I've had it happen a couple times for both persian and damascus. It clears up pretty quickly.

And in reality, people paying for nefarious purchases are likely using some form of crypto, not PayPal. Not a big deal and you learn what words to not include. I usually specify to my buyer what to put in the comment so there is no issues.
 
I write stuff backwards in plain English in the description area. That way, any real person can read it and it does not get flagged by the software.
