Maybe he lost it or forgot it. Ever have that feeling of losing a knife?
Maybe you could stop down at the Emergency Shelter and see if hes there.
Give it back to him or better yet, gift him a cheap budget knife thats better than what he had.
Maybe make a small $ donation while your there?

He left behind a pile of stolen bikes, including children's bikes.

Here is a shot of a few of the bikes before (you can see some bikes and bike wheels/tires):

There were many other bikes strewn about that I did not take pictures of.

So, besides the fact that there is more than one shelter in the city, he is a bike thief that steals the joy of children.
I do not feel bad for him; I just didn't think he should freeze or burn to death, which is why I called the city a few times to try and get housing services to connect with him.

I give food and water to the homeless quite often, but not when they steal from children.

Ok sorry, I thought he was just a down on his luck guy.

If hes stealing and just a general POS he deserves everything that comes to him

No worries, and I understand completely.

We do have many folks here that are just down on their luck, with more every year.
We also have an unfortunate POS population as well though.

There's a garbage can there, yet the garbage is strewn about on the ground.

Never ceases to amaze me about these folks. The sheer amount of garbage simply tossed at their own feet, where they sleep, is befuddling.

They must realize that most of the complaints about where they take shelter is due to the filth that accumulates relentlessly.

One trip a week past a dumpster with that wagon or a shopping cart would likely keep people from complaining about the condition of the property they use.

But nope.

A folding utility knife would be a welcome addition to my kit were I to become homeless. They'd throw it on the ground next to the hypo and banana peel.

I will never be able to fathom the likes of this mindset.

It doesn't come from simply being homeless.
I have met homeless people who were actively picking up trash other people had left as well as their own. Looked like a well-kept camp site, more or less.
They wanted to create a space as comfortable as was humanly possible given their situation, and tried to live with the dignity every human should aspire to.

Then you have the other end of the spectrum
Of course, there are people in houses and apartments who live amongst garbage; helped my old landlord clean up the upstairs apartment after the girl had only lived there for three months. It was hideous the amount of garbage she slept amongst rather than take it outside to be taken away. :(

Theres a guy that hangs out beside a gas station close to my kids school.

I have gave him a couple bucks before.

Where he sits or lays down by the intersection theres always a bunch of trash. Empty coffee cups, cigarette packs, paper bags. Im sure he is the one leaving that mess. It pisses me off that he sits there, eats and drinks and leaves a mess.

I think hes mental, or a good actor because he's always talks to his self.

Could be mental illness.
They closed down a large mental hospital in our province, and let everyone out pretty much.
Gave them disability pensions, but now a disability pension won't cover rent on a one bedroom apartment.
The ones who got into rent controlled or geared to income back then can live inside, but all the new mental patients with nowhere to go end up on the streets quite often. It's sad.

Always seemed like someone’s desperate attempt to carry a blade in England, or like felons carrying ball peen hammers or something.

is that knife itself made by DeWalt or just the blade? Have not seen one before
The knife is a Quirk.. ;) I use carbide blades in all my utility knives.. These just happen to he Dewalt..
John:)

Update:

Yesterday I went to get a coffee, and on the walk back checked out the encampment site.
More areas were burnt, and as it had reached freezing temperatures, the homeless guy abandoned camp, likely to go to an emergency shelter.
But what had he left behind...his valuable folding utility knife!

So, I finished my coffee, put it in the empty cup and took it home.

Here it is all full of crud, after being sprayed with Lysol:

I then soaked it in bleach for 40 minutes, flipping it every 10 minutes to get full soaking:

I washed it with soap and water, dried it, and sanded the guck off the blade:

Here it is disassembled:

Here are some of the internal components after washing and alcohol soak:

And here it is in all its current glory, clean, reassembled, with added flair. :)

The blade is wiggly in the holder...the dirt, grime and guck is what held it stable before. :D

I will never use it for anything ever, but it makes a great addition to my Hobo Knife collection.
He's gonna come back for his cup of coffee and find that some hobo stuff stealing vagrant swiped it

This is the weirdest post I’ve ever seen here on Bladeforums, and I’ve frequented Whine & Cheese.
After much consideration, I’ve decided to double down on my initial comment; the randomness and overall weirdness of the original post is way out there… definitely about a 7 out of 10 on my weird shit-o-meter.

You want weird, how about this mask he had the first time I swung by there?

Jacket and mask seemed to have have burnt up when he managed to set his camp on fire in a big way.
