I would guess two things.

Jack knives are more simple to make well.

They lost experienced knife makers to retirement and the replacements are coming up to speed.

Same thing here. But I have yet to get a Barlow from GEC (couple 15s, 77, couple 86s) without that exact same thing. Only visible when held up to backlight, though.
